Well, I honestly didn't find this funny at all. The voice acting was either ripped off from another show or movie, etc., or just plain badly recorded. Maybe work on getting a better mic and more emotion in the lines.
The animation wasn't to great. It was mostly tweening and there wasn't much of an appeal to the style.
I suppose this only had a high score because you used NARUTO characters. If you had used characters nobody knew about I'm pretty sure this wouldn't score that high.

The backgrounds were nice and the animation was acceptable but it wasn't too funny for me.
I only laughed towards the end where the guy said he liked the speech.

"There wasn't much about it..."

The big bag only held a green orb like the other two characters except with a small eletric current around it. I think you might have wanted to changed that. Maybe into a square or something that wasn't in the flash already, so as to peak a bit more interest.
The animation was just basically circles turning, tweening, and electricity. It was kind of bland...
The song was rather distracting and probably the most interesting part of the flash.
I suggest that next time, you make things a bit more interesting.
